Abstract
Temelinde güncel küresel ve bölgesel meselelerin tartışıldığı forumlar katılımcı taraflar için diğerleriyle diplomatik ilişkiler geliştirme açısından giderek daha popüler hale gelmektedir. Bu çalışmada 2017 yılı itibariyle düzenlenmeye başlayan TRT World Forum’un ana hatlarının belirlenen temalar doğrultusunda ortaya konması ve forum aracılığıyla Türkiye’nin uluslararası kamuoyunu belirleme çabası ortaya konmaya çalışılmıştır. Bu doğrultuda örnek olay yönteminden yararlanılmıştır. Çalışmanın sonucunda forumlarda belirsizlik çağında yaşandığı, dünyanın parçalanmış bir durumda olduğu, küreselleşmenin etkisini kaybetmeye başladığı, pandemi sonrasında yeni bir dünya düzeni arayışına ihtiyaç olduğu, büyük stratejinin yeniden anlaşılması gerektiği ve belirsizlikler, gerçekler ve fırsatlarla geleceğin şekillendirilmesine ihtiyaç olduğu gibi hususların ön plana çıkarıldığı anlaşılmıştır. Bu tasvirler ve arayışlar, Türkiye’nin dünya kamuoyunun gündemini belirleme çabası olarak yorumlanabilir. Ayrıca, TRT World Forum'un orta ve uzun vadede dünya kamuoyunu etkileme ve gündem belirleme kabiliyeti Türkiye’nin dış politika hedeflerine ulaşmasına katkı sağlayabilir.

Abstract
Forums, which mainly discuss current global and regional issues, are becoming increasingly popular for the participating parties in terms of developing diplomatic relations with others. In this study, the outlines of the TRT World Forum, which started to be organized as of 2017, were put forward in line with the determined themes and the effort of Türkiye to determine the international public opinion through the forum was tried to be revealed. Accordingly, the case study method was used in this research. As a result of the study, it has been concluded that issues such as living in an age of uncertainty, the world in a fragmented state, globalization beginning to lose its effect, the need for a new world order after the pandemic, the need to re-understand the grand strategy and the need to shape the future with the uncertainties, realities and opportunities it contains are brought to the forefront in these forums. These depictions and quests can be interpreted as Türkiye’s effort to determine the agenda of world public opinion. In addition, TRT World Forum's ability to influence world public opinion and set the agenda in the medium and long term can contribute to Turkey's foreign policy goals.
